CEASE-FIRE ELUDES NEGOTIATORS.(Main)

A regional peace plan signed by five Central American presidents went into effect Thursday despite little progress toward a negotiated cease-fire between governments and insurgent groups in three of the countries.

El Salvador Thursday declared a unilateral cease-fire in its 8-year-old civil war against leftist rebels, but the cease-fire was expected to be short-lived.

Nicaragua had previously declared a unilateral cease-fire in some areas but refused to negotiate with contra rebel leaders, who vowed to continue fighting. In Guatemala, the government said it was not required to negotiate a cease-fire because there is no battle …
